Emergency Evacuation Procedure Visitors and members of the public who are unfamiliar with the building and procedures are advised that: (a) The fire alarm is a continuous loud ringing. In the event that a fire drill is planned during the meeting, the Chair will advise of this. (b) Exit routes from the chamber are located on each side of the room, one directly to a fire escape, the other to the stairs opposite the lifts. (c) In the event of the alarm sounding, leave the building via the nearest safe exit and gather at the assembly point on the far side of the car park. Do not leave the assembly point or re-enter the building until advised to do so. Do not use the lifts. (d) Anyone unable to use the stairs should make themselves known during this agenda item. Declarations of Interest Councillors should not act or take decisions in order to gain financial or other material benefits for themselves, their families or friends.
The Chair will ask Members if they have any disclosable pecuniary interests (DPIs) or disclosable non-pecuniary interests (DNPIs) to declare in respect of items on the agenda. Members with a DPI in an item must leave the room for that item and may not participate in the debate or vote.
Aside from disclosable interests, where a fair-minded and informed observer would think there was a real possibility that a Member might be biased or predetermined on an item, the Member should declare this and leave the room while that item is considered.

Procurement of Build Contract for CCTV Control Room Expansion Minutes: The officer introduced the report and explained that it set out the background to the expansion of the CCTV Control Centre and detailed the procurement process that had been undertaken. Following the tender process and discussions with the Council’s consultant, it was recommended that a contractor be appointed for the expansion build, subject to planning permission being granted. Members were reminded that there were four recommendations before the Committee. Members made comments and asked questions including:

Resolved:
(1) That the Committee approves the appointment of Company A as supplier for the CCTV Control Centre Expansion Build, subject to Planning Permission. (2) That the Committee gives delegated authority to the Director of Resources to agree increased costs should an inflationary uplift become necessary due to any delay in planning permission being granted. (3) That the Committee give delegated authority to the Head of Legal Partnership and S151 Officer to undertake all legal and financial requirements necessary to complete the CCTV Control Centre Expansion Build, subject to Planning Permission. (4) That the Head of Legal Partnership has delegated authority to negotiate and complete the contract and all ancillary documents as may be necessary.

Winter Shelter project for rough sleepers Minutes: The Chair explained that the report followed previous discussions by the Committee and set out three recommendations, including the establishment of a working group to review the Council’s approach. Members were advised that the proposed working group would involve two meetings: an initial in‑person workshop to examine detailed service models and options, followed by a second meeting to consider conclusions. It was proposed that the same Members attend both sessions to ensure continuity, and that the outcome be reported back to the next meeting of the Committee. Officers explained that the recommendation for a working group reflected the complexity of rough sleeping provision and the need for Member direction. It was noted that the Council had operated rough sleeping services for a number of years, with grant funding remaining broadly static while demand had increased. Officers advised that rough sleeping services were non‑statutory, but formed an important part of the Council’s wider support offer, and that any night shelter provision would need to be considered alongside existing services such as hostel provision, outreach, and the use of nightly‑let accommodation. Members were advised that the current delivery model was becoming increasingly difficult to sustain, particularly in terms of staffing pressures, and that there were a range of potential approaches, from street‑based provision to more intensive support models for smaller numbers. Officers emphasised that there were significant financial considerations and trade‑offs, and that Member input was required on the overall direction of services within the available funding envelope. It was also noted that enforcement considerations linked to rough sleeping would need to be explored alongside the Environment Committee at a later stage.

In response to questions, officers advised that the intention was to bring the outcome of the working group to the July meeting of the Committee, and that early meetings would be required to allow sufficient time for any changes to service delivery, including volunteer training and contractual decisions. Members expressed interest in volunteering to take part in the working group.
The Chair confirmed that the working group would include Councillors Watson, McDonald, Marchington and Pollard, together with the Chair and Vice‑Chair, and that Councillors Bowen and Neal would also be invited to participate.
The recommendations were proposed by Councillor MacDonald and seconded by Councillor Watson.
