Emergency Evacuation Procedure Visitors and members of the public who are unfamiliar with the building and procedures are advised that: (a) The fire alarm is a continuous loud ringing. In the event that a fire drill is planned during the meeting, the Chair will advise of this. (b) Exit routes from the chamber are located on each side of the room, one directly to a fire escape, the other to the stairs opposite the lifts. (c) In the event of the alarm sounding, leave the building via the nearest safe exit and gather at the assembly point on the far side of the car park. Do not leave the assembly point or re-enter the building until advised to do so. Do not use the lifts. (d) Anyone unable to use the stairs should make themselves known during this agenda item.

Declarations of Interest Councillors should not act or take decisions in order to gain financial or other material benefits for themselves, their families or friends.
The Chair will ask Members if they have any disclosable pecuniary interests (DPIs) or disclosable non-pecuniary interests (DNPIs) to declare in respect of items on the agenda. Members with a DPI in an item must leave the room for that item and may not participate in the debate or vote.
Aside from disclosable interests, where a fair-minded and informed observer would think there was a real possibility that a Member might be biased or predetermined on an item, the Member should declare this and leave the room while that item is considered.
Members who are in any doubt about interests, bias or predetermination should contact the monitoring officer for advice prior to the meeting.

Built-Up Area Boundary Review 2026 Additional documents: Minutes: The officer introduced the report and explained that the review had last been undertaken in 2014 as part of preparation of the Bearing Fruits Local Plan. The current review set out the methodology used and the proposed changes arising from approved planning applications and allocated sites in both Local and Neighbourhood Plans. Of the 32 built‑up areas in Swale, the review proposed 15 boundary expansions, four reductions and one boundary error correction. Members were advised that the proposed changes would be consulted upon as part of the Regulation 19 Local Plan, prior to examination in public. Members raised comments and questions including:

The Chair noted that certain sites were likely to generate significant public interest during consultation, particularly where legal proceedings were ongoing, but acknowledged that sites with extant planning permission were required to be included at this stage.
Councillor Bonney proposed the recommendation and this was seconded by Councillor Harrison.

Minutes: The officer introduced the report and explained that it related to sites which had come forward since the HELAA had been considered by PTPWG in January. The purpose of the report was to ensure transparency and confirm that all newly submitted sites had been subject to a high‑level assessment. Members were advised that 11 new sites had been identified, of which four were assessed as potentially suitable. These included one reduced parcel of a previously assessed site to the south of Faversham that had been previously considered by members for allocation but not chosen and three small urban sites The three small urban sites had a a combined potential capacity of 21 dwellings. It was noted that the urban sites were Council‑owned land but were likely to be complicated to deliver and would likely come forward later in the Local Plan time frame. Members were advised that the findings would be incorporated into the next comprehensive update to the HELAA, that would be prepared to support the submission of the Local Plan for examination.
